Does every FDACS-16023 require a notary?

No. Do not write that every FDACS-16023 requires a traditional notarial act. The standalone Rev. 10/16 prints a notary instruction and a jurat. A copy inside the Class C application packet has used a perjury declaration without a notary certificate on that signature block. Confirm which version the receiving agency requires.

iRemoteNotary can help when the exact page you will sign prints a notarial section. Send the unsigned Affidavit of Experience with its form number and revision date. Eligibility for remote notarization and recipient acceptance are separate questions. The Division of Licensing decides completeness and licensure.
FDACS-16023 is the Affidavit of Experience used when related work experience supports a Chapter 493 license path, including Class C private investigator and related manager or recovery experience routes described in application materials. The applicant is the signer.
This page is not the Personal Inquiry Waiver. If your packet shows a Personal Inquiry Waiver and Verification section, see FDACS-16009 and application waiver sections.

If your exact page prints a jurat and tells you not to sign until you are before a notary, wait. Sign during the live audio-video session for remote online notarization, or in the notary’s physical presence for an in-person act.
If your exact page is only a perjury declaration with no notarial certificate, do not schedule a notarization of a certificate that is not there.
When the page prints a traditional notarial act, a commissioned U.S. online notary may complete that act if identity and platform rules are met. Remote online notarization is performed under the law of the online notary’s commissioning state.
Eligibility for remote notarization and recipient acceptance are separate questions. The Division of Licensing decides completeness and licensure. iRemoteNotary does not approve licenses, prepare filings, or decide which revision FDACS will accept.
An applicant may potentially appear before a Florida online notary while outside Florida or outside the United States when the document is eligible, identity can be verified, the platform can host the session, and the recipient accepts the result. See notarize a U.S. affidavit while abroad.

An agency can submit the request for an applicant. The applicant named on the Affidavit of Experience is still the signer who appears on camera. Related sponsor forms are covered on FDACS-16026 and 16027 letters of intent to sponsor.
