Work through these questions in order before choosing a notarial path:
1. What did the receiving authority request?
2. Is it asking for an official school-issued record?
3. Is it asking for a school-certified copy?
4. Is it asking for notarial copy certification or photocopy attestation?
5. Is it asking for the holder's sworn or acknowledged statement?
6. Is an apostille or authentication also required?
7. Does applicable state law authorize the requested notarial act?
8. Can that particular procedure be completed through RON?
9. Will the receiving authority accept the completed electronic or remotely notarized document?
If the answer to question 2 or 3 is yes, a registrar-issued record may be required instead of any copy procedure a notary can perform.
Question 6 matters because some foreign authorities require apostille or authentication after the correct preliminary step. Question 7 prevents selecting a notarial act the commissioning state does not authorize. Questions 8 and 9 address whether RON is both lawful and acceptable to the receiving authority.
